Consultants and management books compare organizations to neural networks. Both have nodes and connections. Both process information. Both adapt to their environment. The analogy sounds compelling and is fundamentally wrong.
Neural networks are mathematical functions optimized by gradient descent on a loss function with no concept of self-interest. Organizations are collections of humans with incentives, politics, career risk, and self-preservation instincts that conflict with organizational objectives.

Adaptation in Neural Networks Is Deterministic
A neural network trained on new data updates weights according to the optimization algorithm. The adaptation is automatic and predictable. Expose the network to new inputs and it adjusts.
Organizations do not adapt deterministically to new information. Whether an organization learns from failure depends on power dynamics, blame assignment, and whether the lesson threatens entrenched interests.

Organizational “Learning” Is Not Model Training

Why the Metaphor Persists
The neural network metaphor persists because it is optimistic. It suggests organizations can be optimized scientifically. Adjust the architecture. Tune the parameters. Train on better data. Improvement is tractable.
This is more palatable than the reality. Organizations are shaped by power, politics, and conflicting incentives. Improvement requires changing incentives, redistributing power, and creating safety for dissent. These changes are difficult and threaten those in power.
The metaphor also flatters technical leaders. It positions organizational design as an engineering problem solvable with systems thinking. Executives trained in technical fields are comfortable with systems optimization. They are less comfortable with politics and power dynamics.
Treating organizations as neural networks allows framing coordination failures as technical problems rather than political problems. Technical problems have solutions. Political problems require negotiation, compromise, and acknowledging that some stakeholders must lose for the organization to win.
The metaphor is intellectually lazy. It borrows the prestige of machine learning to describe organizational dynamics without engaging with how organizations actually work. It is an analogy that sounds sophisticated and explains nothing.
Where Systems Thinking Actually Helps
Systems thinking is useful for understanding organizations. The neural network metaphor is not systems thinking. It is a bad analogy.
Useful systems thinking recognizes feedback loops, emergence, and nonlinearity. Organizations have feedback loops where performance affects morale affects performance. Small changes cascade unpredictably. Emergence means organizational behavior cannot be predicted from individual behavior.
Useful systems thinking identifies constraints. What limits throughput? Where are bottlenecks? What dependencies create fragility? Constraints are often political or incentive-based, not structural.
Useful systems thinking maps information flow and decision flow. Who knows what? Who decides what? Where is information lost or distorted? Flow analysis reveals where coordination breaks without resorting to metaphors.
Systems thinking does not require analogies to neural networks. It requires understanding organizations as they are: collections of humans with incentives, politics, and bounded rationality operating in environments with uncertainty and change.
The neural network metaphor is not systems thinking. It is a superficial comparison that substitutes technical jargon for understanding. Organizations fail to coordinate because of incentives and politics, not because they lack the right graph structure.
Stop comparing organizations to neural networks. Understand incentives. Map power. Identify where truth-telling is punished and fix that. These are not ML problems. They are human problems.
