Captured learning makes each strategy smarter than the last. Lost learning means every strategy starts from zero.

The Authority Without Feedback Problem

Some organizations have feedback loops but no authority to act on feedback. Information arrives. Problems are visible. Strategy stays unchanged because no one can change it.
