The only solution is unmeasured objectives. Organizations reject unmeasured objectives because they want accountability. The desire for accountability creates the gaming incentive. These are not compatible requirements.
The Sunk Cost Trap of Quarterly Commitments

Fixing OKR failures requires understanding that the failures are not bugs to be fixed through better implementation. They are features to be worked around through supplementary systems the OKR framework does not provide.
Organizations that succeed with OKRs build coordination mechanisms outside the framework, accept measurement limitations, and treat quarterly cycles as planning convenience rather than strategic reality. The framework works when organizations do not expect it to do what it cannot do.
Most organizations expect OKRs to create what they lack: strategy, coordination, and alignment. The framework cannot create these. It can only structure them if they already exist. The gap between what organizations expect and what the framework provides is where the failure modes live.
