The term “AI” obscures the mechanics. A campaign doesn’t consult an AI advisor. It runs regression models on voter data. Analysts interpret results and make strategic decisions. The model predicts correlations. Humans decide what those correlations mean and what actions to take.

Political campaigns already use optimization heavily. Targeted advertising, polling analysis, and resource allocation all rely on statistical models. Adding neural networks to the toolkit doesn’t fundamentally change the relationship. Campaigns still decide objectives, interpret outputs, and implement strategies.

The fantasy of “AI-driven governance” assumes governance is optimization. It’s not. Governance requires balancing incommensurable values, making tradeoffs under uncertainty, and accepting responsibility for outcomes. These are human activities that cannot be automated because they require judgment, not computation.

Leadership requires making decisions under uncertainty with incomplete information and conflicting values. This is distinct from optimization.

An AI system optimizes for a defined objective function. The objective must be specified, measurable, and computationally tractable. Real political decisions involve objectives that are vague, contested, and frequently contradictory.

Consider a hypothetical: the president must decide whether to intervene militarily in a foreign conflict. The decision requires weighing:

  • Long-term geopolitical stability
  • Domestic political support
  • Military capability and risk
  • Legal and treaty obligations
  • Economic implications
  • Precedent for future interventions

These factors cannot be reduced to a single optimization target. Different constituents weight them differently. There’s no objective function that correctly balances them because “correct” is contested.

An AI system given this problem would require humans to specify weights for each factor. Those weights encode the actual decision. The system performs arithmetic on human-provided values. The human made the decision. The system computed consequences.

This returns to the fundamental issue: an AI president is actually rule by whoever controls the system. That’s not a new form of governance. It’s technocratic oligarchy with obscured responsibility.

Collective entities have governed before. Corporations, committees, and councils make binding decisions. These aren’t analogous to AI governance. They’re composed of humans with individual accountability.

Where Corporations Already Govern

The meaningful question isn’t whether AI systems will hold office. It’s how algorithmic decision-making already shapes governance without democratic accountability.

Government agencies use automated systems for benefits eligibility, criminal sentencing recommendations, and fraud detection. These systems make consequential decisions about citizens’ lives. The decisions are nominally reviewed by humans, but the humans typically defer to the system’s output.

This is algorithmic governance without democratic mandate or transparency. The systems are proprietary. Their decision logic is protected as trade secrets. Citizens affected by decisions cannot examine how those decisions were made.

When these systems fail, accountability is obscure. The agency blames the vendor. The vendor blames bad data. Nobody takes responsibility because responsibility is diffused across procurement, implementation, and operation.

Private companies exercise governance functions more directly through platform rules. Facebook, Twitter, and YouTube policies determine what speech is permissible for billions of users. These policies are enforced algorithmically. The algorithms are invisible to users and largely unaccountable to democratic processes.

This is corporate sovereignty exercised through code. It’s not democratic. It doesn’t require constitutional amendment. It emerged through market dynamics and regulatory capture.

The Technical Impossibility

Setting aside legal and philosophical objections, current AI systems lack capabilities that presidential duties require.

Language models generate text by predicting likely next tokens. They don’t understand meaning, context, or implications. When GPT-4 produces a policy recommendation, it’s pattern-matching against training data, not reasoning about consequences.

These systems have no model of the world. They don’t represent causation, agency, or temporal dynamics. They associate text patterns. This works for generating plausible-sounding output. It fails for tasks requiring understanding.

Presidential duties require understanding. Negotiating with foreign leaders requires modeling their incentives, constraints, and cultural contexts. Responding to crises requires understanding causal mechanisms and predicting second-order effects. Weighing policy tradeoffs requires understanding human values and institutional dynamics.

Large language models do none of this. They’re text completion engines. Using them for presidential decisions would be like using a spell-checker to write legislation. The tool addresses a different problem than the task requires.

Why the Question Persists

It reflects several misconceptions about AI, governance, and intelligence.

First, it treats “intelligence” as a scalar quantity that AI systems could eventually match or exceed. Leadership doesn’t require maximum intelligence. It requires judgment, which is distinct from computational capacity or pattern recognition.

Second, it assumes governance is an optimization problem that better algorithms could solve more efficiently. Governance is conflict resolution among parties with incompatible objectives. There’s no optimization target because there’s no agreement on what to optimize.

Third, it imagines AI systems as agents with goals and preferences. Current systems are tools. They execute instructions. Confusing sophisticated tools with autonomous agents obscures who’s actually making decisions and who’s responsible for outcomes.

The question also serves ideological functions. It suggests technocratic solutions to political problems, implying that better information processing would resolve conflicts that are actually value disagreements.

It appeals to people frustrated with human politicians by offering a fantasy of objective, uncorrupted leadership. This fantasy ignores that the “objective” system would encode its creators’ values and serve their interests.

What We Should Worry About

The real risks from AI in governance aren’t future AI candidates. They’re current systems deployed without accountability, transparency, or democratic oversight.

Algorithmic decision-making in benefits administration, criminal justice, and regulatory enforcement affects millions of lives. These systems embed policy choices in code. The choices are invisible to citizens and often to the agencies using them.

Private companies govern digital spaces affecting public discourse. Their algorithmic curation shapes information access. Their moderation policies determine permissible speech. This power operates outside democratic accountability.

Military and intelligence agencies use AI systems for targeting, surveillance, and analysis. These systems make life-and-death recommendations. Their logic is classified. Their failures are concealed.

Concentration of AI capability in a few large companies creates dependencies that function as governance constraints. Governments that rely on commercial AI systems for critical functions lose sovereignty to those companies.

These problems exist now. They’re getting worse. They don’t require speculating about future AI capabilities or constitutional amendments.
